Purpose; This policy serves for CWMHA to remain aligned with the Township’s guidelines for user group representation by establishing guidelines for the number of NRPs permitted per team, while maintaining CWMHA’s values and association direction in the OMHA’s ‘Open Border’ era. For the purposes of this policy, players will be considered as Non-Resident when residing outside the classic OMHA border for CWMHA. For U10 and U11 there will be no NRP allocations, although traditional Right-of-Choice players would remain eligible at those ages.
NRP Limits
- Each A/AA-level team at U12 and above is limited to a maximum of three (3) NRPs.
- B/BB-level teams may roster NRPs only with board approval, considering team viability and competitive balance, with preference given to local players.
- Local League registration should strive to align with Township’s guidelines for user group representation, and no NRP players should enter the CWMHA local league program who reside outside of our classic OMHA border.
Special Circumstances & Board Approval
The association may consider approving exceptions at any age in the following circumstances:
- Team Viability: If an A/AA or B/BB team cannot be rostered without additional NRPs at any age.
- Goaltender Requirements: If a suitable goaltender is not available from resident players.
- Player Development: If adding an NRP enhances team competitiveness and drives overall player development, allowing more players to play at their appropriate level.
- Other: Other extenuating circumstances to be considered on a case-by-case basis.
Approval Process and Special Permission to Exceed NRP Limit
- Coaches or team representatives must submit a request in writing to the Rep Director for all NRP’s.
- The Executive will review requests for additional NRP’s based on player availability and long-term association goals and approve based on the recommendations given by the elected Rep Director.
- Decisions will be made in the best interest of all players within the association, and additional NRP players cannot be offered roster spots or signed without written board approval.
Compliance & Review
- This policy will be reviewed annually to align with league regulations and association needs.
- The board reserves the right to amend the policy as necessary.
